Dave Gallagher had a bunch of cool concept art for devastators in his sketchbooks, but the actual devastators just ended up being regular dudes with big guns.
So when GW decided they needed more big miniatures to sell they figured they could try to adapt some of those sketches into a new unit. The result was Centurions.
Then with the Primaris overhaul they went back to those sketches again and the result was Aggressors.
So basically it took GW at least 10 years to get those concepts right.

Terminators are reserved for 1st company and dreadnoughts are rare and valuable. Centurion gives standard marines access to mobile firepower.

they're basically a cheap substitute for terminators, and since they can't be teleported, they can pretty much only be used for very specific roles
