What system should i use?

Shadowrun, Delta Green, Savage Worlds.

I suggest the new edition of Delta Green, because I like the updated system. Otherwise any generic system with rules for horror will do the trick (Savage Worlds, GURPS, CoC...).

Really depends. Are the PCs researchers? Part of an MTF? D-classes? Hapless bystanders?

You don't need a system. Just roll a dice to see if the PCs die when they attempt to do anything anywhere near the latest spooky thing.

Depends on what you want to do.
Shadowrun would work really well if they play as a Mobile Task Force. GURPS or freeform would work well for playing as researchers and such.

GURPS has a massive amount of material dedicated to this kind of thing.

When you run it, make sure you dont neglect the more benign scps, like pic related. It would get stressful always running in to 610 or 173 and never getting a 'simple' break
