Have nu-GW retcon the 20 legions softly by suggesting that proto-legions or subgroups of astartes/similar superhumans were activated.

Or also space marines pseudo-legions that were sourced from latter powerful entities like the High Lords personal projects or Cawl/Mechanicus shenanigans pulling ubermarines outta his ass.

Primarch tier characters would be a little tricky, but some magic serum, genetic/cybernetic supermodification, secret origin as Emperor clone/Perpetual/Warp Blessings/Illuminati/Sensei/Golden Men/DaoT monstrosity could be used to give said homebrew legions their nice Guilliman/Emperor tier monsterous characters.
