I wanted to do this scene in my game of Dark Heresy, the players exsperienced the memeories of some Impieral Guardsmen in a magical ritual, we switched the rules over to Only War.

Had them experience parts of their lives, from a childhood fight with bully, fighting mutants in the jungle and then searching a desert town and finding the remains of Space Marine Lamenters squad. All except one was dead and it was basicly like pic related but without the tryanids. A fight broke out with some Chaos Cultists and a Leman Russ came in.
Our Heavy Weapons Specialist goes to throw a melta bomb at the Tank but flubs the role, then flubs it again with Fate.
So throws the Melta bomb backwards into the wounded Lamenter. Rolled dodge twice with a fate point and both failed.

I take issue with the inclusion of the word "probably". Every law does a thing. It influences society in some way. If a law isn't doing the thing it set out to do, it is certainly doing something else, probably something bad. Consider all those anti drug laws that have made drugs so popular.

A feel-good law that doesn't actually decrease the thing it's against is a problem. At best, it makes people ignore a problem because they think it's solved. At worst, it just drives a problem underground making it more difficult and annoying to root out and treat.

But even just solving the problem isn't enough, you have to also not wreck everything else. Imagine if they made it a law that children weren't allowed to go outside until they turn 21. That would absolutely stop 100% of non-family sexual assault. The price for that is obviously too high. We rapidly reach the point where in order to stop children from having their childhoods destroyed by pedos, we destroy ALL the childhoods.

I posit that this is, in a more subtle way, what the current climate is doing. "Be afraid of absolutely everyone" is not a good message for children that leads to well adjusted adults. "Be suspicious of everyone who can stand children" is not a good message for adults and it becomes a sort of self fulfilling prophecy. If everyone who associates with children is assumed to be a rapist pedophile, who in society do you think is going to take that risk?

The example you provided is a good: there is actually no really solid claim and proof that it was the anti-drug legislation that made the drugs popular. And a lot of the legal issues end up like that. And as you pointed out: there is also a balance between what you explicitly want to do, and other possible potential dangers you can impose. Good example is a discussion of severity of anti-child abuse laws. It's reasonable to assume (but NOT verified AT ALL) that more severe child-abuse punishment should prevent more cases of child abuse (just by scaring people away from it). But
A) this might not be true. Even basic statistics don't help much because there might be just too many hidden variables.

B) other theories and even (again, contestable) statistics suggest it might increase the SEVERITY of the crimes, because people who indulge them might be more paranoid of getting caught (killing the child) and also might commit it in major sprees, because at some point raping a kid and raping ten might not make a difference anymore.

Now... navigating yourself out of this is hard. And that is why we just do "probable" and hope.
