Just give them the ability to move between planes. That is the only actual benefit of the Planeswalker's Spark nowadays - the rest is them being PCs rather than NPCs (or in the case of some, major opponents who are treated as PCs for rules purposes).
You don't necessarily need to have gestalt either.
Also, every plane in the multiverse speaks Common, conveniently enough.

I know that in Plane Shift : Amonkhet the only mechanical benefit of being a Planeswalker is being able to travel between planes I feel like gestalt gets the feel for how much more powerful Planeswalkers seem. And NPC PW should be built the same way.

And the 'more powerful' would be expressed as being higher level due to being able to see more and explore more of the multiverse than the planebound.
It's not just the Planeshift articles - since the Mending, the only benefit of the planeswalker spark is planeswalking. Nothing else. They are NOT inherently more powerful than anyone else - but they DO have more opportunities to grow stronger, learn more (and more varied) things, etc.
The only ones that are More Powerful are the ones that are former oldwalkers - the ones who've had centuries of experience under their belts. You know, high level characters.
