No, the Redguard in question was a Sword Saint, meaning he could summon an energy sword using only the power of his mind. I mean, Vivec was a LIVING god, which meant he could presumably be at least hurt if not killed. Cyrus (although it was a bluff) was essentially threatening him with a nuclear detonator. That'd be like someone holding you at gunpoint with a cannon. You don't know if it's loaded, but you do know it would hurt like hell to be shot by a cannonball, so maybe it's not worth it to find out.
