Or, just take industrial revolution England and introduce magic and monsters and shit. Make their arrival relatively recent, so that they are still mysterious and defy explanation in an increasingly rational and scientific age. Write stuff about how these already-established and orderly societies reacted to such upheaval. Some countries may persecute magic users, out of religious revival and/or the fear that wizards or intelligent monsters would dominate society. Some countries may actually have been taken over in such a fashion. If magic shit hasn't been too destructive yet, the upper classes as well as scientific and military types (and anyone with the time and money to do so) would be working feverishly to discover all they possibly could - For personal gain, to serve their country, to advance scientific knowledge, etc. In such societies, commoners would pray for a magically-gifted child to be their ticket out of poverty and "magical chic" would dominate fashion.

Depends on how industrial you mean by industrial, as in if you're looking for dieselpunk or something, but pic related is set in a pseudo-industrial revolution city-state, and really delves into some of the shit of that period. The second and third books do it even better, being about pirates and railroad workers respectively. They're fucking weird, long-ass novels, and the third is a bit weak (very political, and pulls its third act out of its ass completely) but they're still great reads, especially The Scar (the second in the series).
