In the edition I have that chart is used when something refers to it.

Ranks are basically the "levels" in an ability that you purchase. So you buy Speed 8, you have eight ranks of the Speed power.

3e did really mess up the simple value/rank/progression chart from 2e. They really overcomplicated it.

But yes, you're being kind of vague here. What page, what chart are you having problems understanding?
