They'd work more as shock troopers, while normal ncr are the guard.

Also the legion works as a pretty good self restrained anti-slaneesh khornate army.

I'd wager even fourth as many Veterans could take Guards and win. Biggest problem they'd run into is running out of bullets and even then they're not that inaccurate.
