They took over the under hives. Genestealer support means their broods won the gang wars, and the local mutant population provides cover for their disfigured hybrids. They they branched out and compromised some people in the local administratum, who can redirect high end military supplies to them. As far as the local authorities can tell the gang wars have died down and the under hives are more stable than ever before, which allows them to focus on more serious problems.
