Does the whole deploy 9 inches from a unit with infiltrate count verticality?
Like if a units in a building and I need 3 inches to move up into it, do I deploy 6 inches from the building which in total equals 9?

Since shooting range is measure horizontally, I would say that you must deploy 9"+ away. Rules only bring up vertical movement when moving through terrain and charging through it, nothing else.

If WE and EC would get their own Codex, it kinda feels forced to add Angron and Fulgrim to the range of Excessively Pushed and Broken God Units, theyre starting to bring out.

The Iron Warriors get demolished, but eventually throw enough bodies at the Fists/Fists run out of ammo from killing IWs, so the IFs retreat back out, nobody important dies and everything stays the same though. Its a pretty cool tactic, but I can tell you from expierience its a oneway ticket to death for swarmy. Me and my other nidbro both play swarmy, I use the more traditional "slog up the field, slingshot units, be protected by tyrant guars" method, whereas my friend was using the droppod method exclusively. He would throw swarmy at the biggest, meanest target that the opponent had on the table (and kill it), but I cant remember a single game where swarmy was still alive after turn 2. Admech vs. World Eaters, did a batrep yesterday. Very few armies can deal with this level of fire power coming at them turn 1 and usually can't effectively bubble wrap their key units at 50PL.
Anything big (Land Raiders, Dreads etc) should be targeted by the Dreadknight because he will utterly ruin them. Also don't hesitate to use Psybolt Amunition on a unit to get 36 shots of S5 AP-1 Storm Bolters if you get Astral Aim onto your Termis/Interceptors (ignoring LOS and cover)

I said who is the tallest among them. I didn't imply Horus was the tallest. I just wanted you to name me from that picture who seem to be the tallest. I know that Horus seems to be taller because he is closer to the camera but we can confirm that Horus is taller than Fulgrim and thus Abaddon is taller than Fulgrim as well.
