Footfall is your best option if it hasn't been assigned to you. I wouldn't really bother though unless you're exclusively a melee fighter, carapace is way cheaper and affords similar protection.

Not him but i always figured that Power armor should be equipment, after all you wear it, stuff like Mechs and the like where you pilot them are Vehicles
