Well, there's Wraith: The Oblivion for the obvious, Exalted has rules for playing ghosts in second edition (not good rules, but they exist), and I think that Blades In The Dark lets you keep playing as a ghost if your charcter dies.

D&D Ghostwalk + Sword and Sorceries 3e-3.5 Ravenloft adaptions with the addition of content found in the Libris Mortis and of course 2e Ravenloft.
DMG has a few articles on a number of important rules for hauntings and phenomena caused by negative energy.
Additionally, it is important to note that the Ghostwalk Campaign setting may in actual fact, timeline wise, be the short period of time where Orcus was a Deity, setting himself up in his own choice material plane, before Kiaranshalee Killed him, leading up to the Dead gods adventure back in the Planescape setting.

Nightlife let's you play as ghosts, among other supernatural creatures. Predates WoD by about a year, I think. Sadly I probably won't get anyone interested enough to play it someday

in MonsterHearts playing the Ghost is essentially about dealing with the trauma of your death. Their basic ability is that when something which reminds them of their death occurs they gain the condition 'traumatised' and if someone helps them get rid of that condition both the Ghost and the helper get XP.
