Assuming magic exists in a world similar to our own, which of these two systems of government would prevail in an all out war?
I reckon it's a matter of quantity(Theocracy) against quality(Magocracy)
what setting
define magic
define faith (does it grant magical powers in this setting)
you big fricking hecker

dumb question without specifics. probably comes down to whether gods exist and how much they're willing to intervene.

You do realize that where you draw your ruling caste from in no way is predicated on one side having more of a resource than another, right?

Theocracy wins by a large margin, because they have God on their side.

This is such a stupid question.
What are the limits on the gods? Getting some blind dude to see, or parting the red sea while raining nukes on a sinful city and flooding the world?
What are the limits on magic? Some silly cantrips or literally opening a portal to a new pocket dimension?
Who can cast divine miracles? A single prophet or many clerics?
Who can can cast magic? Few of arcane blood, or basically everyone can learn it?
You're asking such a stupid question that requires completely arbitrary assumptions by those who answer it that you might as well just pretend this thread doesn't exist.
