I am looking for more exotic dice rolling systems, such as where you roll dice and where they land on a template (or similar) as well as their number decides things. An example I am looking for is like the city generator from Vornheim.

Don't know about die landing on a spot. But there is some odd matching mechanic in games build around the One Roll Engie and Legends of wulin and Cuthulutech.
Other than that there games like fantasy flight Star Wars which don't use standard dice at all.

I'm looking for pretty much any unique mechanics. Such as scatter dice for determining direction for artillery shots

If you like scatter mechanics look at Aces and Eights.
When you make a shot you place a Plastic transparency bullseyes over a silhouette to show where you're firing.
Your skill plus dice roll equals which of rings you land in. A random card draw is which part of the circle you hit.

Have you played any One Roll Engine games, like Wild Talents or Reign? The gimmick of matching sets of dice and having two axes to rate your success on is unique in my experience
I knew a mechanic who rolled dice with his feet....
I think I can get his address if your still looking for one..he works mostly on Diesel engines just FYI.
