Why the hate?
It's a big spell.

Well, my DM prefers to throw a couple of extremely strong enemies at us, like wyverns or bulettes. Sure, if I cast bless, we could hit them a couple of times more, but it doesn't matter when we die. It's much better to make them miss they incredibly powerful 4d12 attacks, so we still have full roster doing damage in the next round.
Plus, charisma is a weak save of majority monsters. Can't say the same about Constitution - I am talking to you, Blindness.

It has all the bad things. A chance to save, concentration, horizontal scaling, and a dice roll on how useful it is.
Bless tips the scales the same amount but doesn't offer a chance to save, which means it will definitely work instead of maybe working.
Later on there are significantly better concentration spells to be casting.
I don't hate it, and if someone took it in my game I wouldn't be mad. But it's not great.
I don't hate that particular spell, but I'm frankly rather tired of the tradition of having two versions of the exact spell, just that one gives you a bonus and the other gives the other guy a penalty. Really wish things like Bless/Bane would be merged into a single spell, with the caster getting to choose which effect to apply.

What if instead of a d4, you subtracted that creatures ability mod from their respective roll. Would that help buff it up without breaking it?
