I could honestly see a refluffed/slightly reworked Dogs in the Vineyard, working super well.
I ran an outlaw star game in Alternity once and it turned out pretty dope. Ran a Halo game in that system too that was a real highlight in my GMing career. So I would recommend Alternity all the way if you can get your hands on it.
