Something like The Duelist or having the PCs in situations like those that happen in War&Peace. Stay out of big battles and use the war and armies as a backdrop or events you have to move around.
Roll 1d4. 1 means "Winter comes!", total wipe out.
Continue rolling until you get a 1.

Use a system like Sharpe Practice or some other actual Napoleonic wargame as a basis and add RPG elements. Assuming you want an RPG?
Because if you want a legitimate Napoelonic wars game where you command an army, there are a bunch of them. I recommend looking at Black Powder, Shako and Blucher.
I once ran a Napoleonic one shot using Traveller and the antique firearms. Used PDF related and the combat mechanics from Traveller (mongoose 1st ed)
