What system would be good for running a modern-era Hitman-esque game?
Personally I'd use GURPS, with Action 1, 2 and 3 (this would cover most character creation templates you could need for ease of starting play, as well as the basic structure and streamlining to help create a good action game format and keep things moving/simplified during play), High-Tech, possibly a smattering from Martial Arts, and then a bunch of random Pyramid articles for fun locations, adventures, factions etc. for easy sources of targets and their organizations. I might even use the Lair of the Fat Man adventure with a tiny bit of retooling to make it match the character type/genre/premise a little more closely.
Other options I could recommend include:
Spycraft 2.0 (if you're a D20 fan, this is a good one from the makers of Fantasycraft which actually came later; pretty cinematic)
Ops & Tactics (a functional, well-supported D20 homebrew from here on /tg/; still pretty cinematic, but more down-to-earth than Spycraft)
Fate (if you enjoy more narrative stuff, don't mind 'author stance' type play)
Over The Edge/WaRP (if you want something a bit strange but light, somewhat narrative but less 'meta' mechanics than found in Fate and a few more traditional mechanics to form the skeleton)
Savage Worlds (if you don't mind pulp flavoring, and are happy playing something a little "game-y")
Reflavored Shadowrun (if you're a joyless masochist)
HeroQuest 2 (if you want a flexible, more purely narrative game that nonetheless sinks into the background and doesn't bring up meta mechanics much)
Phoenix Command (if you like tables)

Is there a dump with all the PDFs?

Of the GURPS ones? Yes. Mega link is in the GURPSgen OP (it's a PDF with a bunch of links).
Of the others? Yes, but those I can't easily grab for you. Though I know they're all out there, as that's how I've managed to read them.
Whatever you go with, happy gaming.
