Why are Lizard-Folk criminal underrepresented in fantasy games?

In terms of existing I wouldn't say so.

As PC it is because they are a less attractive choice for the majority of players.

They are much more common than you think.

Just be happy they're represented at all, you could be as spergy as me and want Sheep and/or Rat folk too be in fantasy more.

Pathfinder is pretty awesome with having ratfolk.
Starfinder coming out this month also has ratfolk as a core race.

Scalies being the putrid fucking scum of reality that they are aside, lizardpeople pretty much always go too far beyond the suspension of disbelief, and aesthetically don't fit into most settings.

They seem more like something out of an episode of Stargate SG1 than something that seems at home in the same genre where people are going into castles and bullying skeletons in order to make a living.
