I'v played a couple games of this and MERP recently. In play it isn't nearly as bad as you would think.
The combat can be a lot of fun. You have to manage your Offensive Bonus (OB) between attacking and defending. Against multiple enemies you have to assign defence to each which makes combat a tense game of risk management.

Magic can be stupid powerful but it's generally not that useful in combat, which gives dedicated warriors a solid niche.

I'd probably use the MERP weapon categories and tables over the RM ones for the sake of expediency.

I might suggest using the single neutral class and creating pre-built blocks of skills for different values and archtypes. So you would have a cheap and expensive mage block, a cheap and expensive scout block, as well as different background blocks for farmers, nomads, nobles and so on. So when character are inevitably killed off new ones can be built fairly quickly.
