By extension say I lightning bolt something with persist/undying whatever. In response you sac the creature,it dies and comes back. Does my bolt fizzle?

Alright, I've found that when playing control card draw is king. Every time I've been able to draw a ton of cards I have ran away with the game. Now my meta is changing a bit and I need more cards to deal with new threats (ie. we never had graveyard abuse until now). So I'm having trouble guaranteeing so much draw as new cards are cutting in.

How much draw do you guys usually put in your control decks? I figure it kind of makes up for the fewer number of slots devoted to wipes or counters as they'll come up more frequently but it's tough to strike a balance. Right now I have about 10 cards devoted to drawing and most do so each turn (Bloodgift Demon, Arena, etc). Got any suggestions? I was thinking of cranking it to 15 and adding in some cards like Brainstorm and Read the Bones to pick up answers right away without waiting between turns.

Yes, when a creature undergoes a zone change, that is, goes from the battlefield, graveyard, hand, deck, or exile, to a different one of the zones and then back, it is a different object. Targeted spells like Lightning Bolt don't recognize it as the same, and temporary states like Persist from Cauldron Haze aren't retained.

It's what makes Deadeye Navigator so resilient. Targeting it for destruction does nothing, since it can exile itself and dodge the effect.

Dakkon Blackblade
Dakkon was a pretty meh land based esper legend. Lore wise he's amazing, and he never really got the good or even decent legend he deserved. He's a planeswalker, he killed two elder dragons by himself, a planeswalker stole his soul, only for him to steal it BACK along with the sword he made that could steal the energy from the soul of anything it killed.
Along with that, lore-wise we don't even know if he's actually dead, so he may still be alive, I'm really hoping for a planeswalker or legendary card when they go back to Dominaria.

Everything is subjective, but in a vacuum Marath is probably the most reliable regarding win-cons and board presence.
Uril is very strong when he comes online but will garner you as much hate as playing Rafiq or Zur does.

most of wotc's additions to the format are them trying to one-up whatever has been printed for the format in the past, and they're willing to break all the established rules (ones that they didn't even make) to do so.

for example, command zone tax is very carefully designed so that the first command tax is extremely good value, then the next one costs about as much as it would to "draw" your commander again from your deck (the tax of 2 mana equates to the cost of drawing 1 card) and then subsequent commander casts become punishing, as a way to force you to add redundacy or protection for your commander, and to reward the other players for running removal against an especially pesky commander.

then wotc goes and prints derevi. why does derevi avoid command zone tax? it utterly shits on top of all the game design the rules committee has done. derevi's design is so bad, that blowing a removal on it is actually a BAD trade because recasting derevi costs 4 mana and nothing else, whereas a removal costs 1-3 mana and a card. every time you cast derevi, you're basically adding one to your card advantage.

oloro, ur-dragon and cat legend are similar. the commander you run shouldn't bring value out of the command zone, because 99,9% of the commanders in the game DON'T do that and they DON'T do that because it makes no sense that a card outside the game would have any effect on the game whatsoever. you can argue that "oloro isnt even good lmao" but it doesn't change the fact that it's an utter shit of a commander design. the point is not about balance, but about overall design. oloro is just a lazy design, and it reeks of trying to pander to various durdling shitheads, who of course went and bought the deck en masse and now we have oloro as one of the top played commanders in edh. because you literally don't have to do anything to gain value from him.

Avacyn didn't change the rules of the format. Avacyn needs to be in play for her effects to do things. Things need to be in the game to effect other things. This has been how the game works for a while and why cards outside the game suddenly can't enter the battlefield or give effects to the board.

If someone in your playgroup said "Hey guys I want to make a Commander that gives you bonuses from the command zone" hopefully you'd have laughed at him because it's fucking stupid, breaks the rules of the game, and it's no less stupid because Wizards made it. Oh I won't deny that. Storm is ass because you have to sit there and watch someone take a fuck-off long turn because they still have a large nonzero chance of whiffing. At least with most infinite combos you can deomnstrate a loop and call it a game, Storm requires you to play it out to the end.
