Tactics will come into play once every 6 games or so.

No it doesn't. Night Lords constantly lose against other marines even when they have a 4 to 1 advantage in numbers. They're only ever halfway successful when butchering unarmed civilians.

The leadership thing will be great against units of big multiwound models. Down two bullgryns while you have a -3 on them and you almost certainly get a third for free, which could be decisive. If they are separated from their babysitter (and as objective campers they may well be) you might wipe even a largish squad.

I think some of this could be aided by assassination tactics.
Can CSM take any sort of snipers? I'd also suggest trying to assault the Commisar, but odds are the guard player won't allow space around him for us.

This isn't possible in 8th ed. You will never be able to "make space" since you can remove models however you want when they die.

In the last edition, you could kill ten dudes, and since casualties came from whoever was closest, you could carve a path through them. Now you just choose whoever you want.

That is why the Commissar shit is retarded.

Also, snipers for CSM? I wish we had a scout-like unit, could be pretty cool, but sadly we don't

Orks and Tyranids being immune to Night Lord terror tactics makes sense. Tyranids don't give a shit and Orks would be impressed rather than intimidated, except for grots.

IG should be more scared of being flayed alive or dismembered than being executed by the Commissar. When fighting an enemy where a quick death is actually preferable, you aren't going to be scared of a commissar. He can't execute 100+ guys, either if everyone flees simultaneously.
