It's too chaotic to have a committee making the world for WoMaW. When it's time to do that on discord, I will create the world and specify the conditions of it, and then players can make their builds in response. I won't actually be playing in that one, though, so that I can better play the role of a neutral referee if needed. (NOT the same thing as a GM; just there to make rulings/clarifications if players specifically ask me to. I'm not taking on the pressure of creating a narrative for players) I am taking requests, and will seriously consider all non-fetishistic ones. See, tulpa is like I wrote kind of delusion where you talk to yourself. But you are as you are for a a reason. Aside from there being problem of tulpa taking over - it's hard for it to extinguish your ego because it exists on the basis of your ego and it was created due to it, so you may get into situation where you hope to have a roof levitating without walls and the rest of the house to support it.
You possibly can use it as a visualization tool, some sort of self-hypnosis to change who you are by imagining what it represents becoming you as you as you know yourself fade away. That's the closest that's potentially possible that I think is what you look for though even then there's a risk that once it won't be just some mental construct to amuse yourself but actual person - you - who will still have to deal with the same shit, there will be a risk it'll fall to the same trappings and into the same issues, unless merely a different perception and attitude toward things is enough for you to improve your life in which case - yeah, you can get that already as you are.

I guess I could settle in a compromise for 14th generation, non thin-blooded vampire, still weaker than average due to high generation and no practice and study of their skill, but with some potential to develop without resorting to diablerie or uncovering superhidden occult rituals to power up to the level of previous generations (alternatively, it could be an option, thin-blooded or not the player would be).

A bit though it was a long time ago and I didn't track how possibly the setting changed over years. I do recall that even in some official material, there were characters of not particular brute strength, yet high-ranked due to wit, political acumen, ability to suck up to the winning team, subtly and stealthily dispose of obstacles, doing their job well enough to be rewarded and generally climbing the ranks as if making a career.
