Monarchy works in a way that title of the king is transferred from a father to his oldest living son, or if no sons are available to a closest male living relative. Queen was fucking her brother and not one child had any legitimate claim to the throne. Joffrey isn't Robert son. He can't be king.

And when it comes to Targeryns incest was a taboo for the rest of the kingdom. But you can't really call your king "a sister fucker" to his face. Especially when through most of their reign they had dragons.

That's somewhat misleading. The dragons are basically gone in the 140s and the Targaryens kick on for another 14 decades. There was certainly a long period of time in which the dynasty had to rely on something other than fire-breathing lizards.
