In my setting I have an order of demon hunters who spend ages crafting masks so horrifying that they are permitted entrance to hell (they basically pass undetected, because the demons assume them to be their own) and this eventually leads up to them and their horrible masks becoming demonic entities for real, so it is a dangerous practice

Normal is 21% oxygen at 1 atm of presssure.
At 15% or so, you start seeing fatigue and worse coordination. At 12% you get impaired judgement. At 10%, you start seeing signs of suffocation though it's still livable. At 8% or lower, there's not enough to stay alive.
So about 2/3 normal is where shit starts happening and 1/2 normal is where shit gets bad.

Well no, they'd basically be the equivalent of a diver's air tank but with a shorter lifespan.
A 12-liter tank at 200 atm of pressure lasts about an hour. So an easily portable and affixed half-liter tank would be expected to be around two and a half minutes. Crank up the pressure, easily doable with "future tech" or what have you, and you could get a good 10+ minutes of air from something the size of two fists.

You can't stop people from snapping a picture of you in a public place. Or running DNA profiling on you when you use a public toilet, leave spittle on silverware at a restaurant, or breathe. You can't stop people from profiling their own interactions with you, or aggregating them with those of other companies you do business with. Some asshole on CNN doesn't like a meme someone retweeted that looks like a meme you made, so they threaten to doxx you to the world if you don't recant your politics and cease all political activity, including anonymous stuff. Meanwhile, look how intelligence agencies can scoop up nearly everything you do (Russia or China hacked the OPM databases and got profiles on millions of Americans with security clearances, for example). Dating sites routinely get hacked, leading to blackmail scenarios. Hackers broke into Apple's cloud storage system during the fappening.

Ultimately, the only way to protect your privacy is to not reveal anything to anyone but your closest intimates. That means a suit that contains everything that is immutable about you: your biology and identity. Then on top of that, you wear a costume that constructs an identity of your choice that you can change when necessary. Keep all your personal data on board your suit rather than in the cloud.

Basically, if you're right-wing, then look at the alinskyite tactics of going after dissenters. If you're left-wing, then look at the corporate privacy abuses and read Cass Sunstein's article on the "right to be forgotten". It's an issue that won't go away and which will only get worse as the ability to profile people and data-mine their lives becomes available to nearly everyone and not just corporations and governments.

The equivalent of this issue in fantasy is True Names and scrying.

Did you know that during the 19th century, "personal papers" were not admissible as evidence in US courts? Simply saying "don't film me" isn't a defense. Or of course the government, the biggest privacy violator of them all. So you need to defend yourself. But how?

Add all those risks up and have a few generations of horror stories build up, and encounter suits become a totally plausible response.

Asimov had a Robots book where eventually humans never interacted with one another directly, only via robots. It ultimately destroyed the society.

There are advantages to such an arrangement. Looks are critically important in our social interactions. But what happens when you can reliably give yourself top-tier sexiness? How far do people push it? Sexy only works when you're hotter than everyone else, so you have an arms race on top of ever-shifting preferences and fetishes. Eventually, maybe even very soon, the cost and discomfort and lost capabilities of trying to play that game might stop being worth it. Skinsuits are a truce.

It was a matter of commitment.

In one my homebrewn world it's semi-ritual, also serves to hide face. They are used by hordes of magically talented people from northern continent. Those people serve as assassins, sellswords, contrabandists, and so on, so it's logical to hide their faces.
In other homebrewn tech-with-magic setting, mercenaries inside one hegemony use masks because:
- They are helmets also. You don't want catch shit with your face being in the crossfire.
- Mask is your identity when you wear it. No true name, no true coordinates and etc when you're on mission. It separates normal life and life of black-ops\mercenary in every sphere.

The mask gives +1 perception. Why would I remove it?

My character who wears a mask is basically doing it for the hype.

Her story is pretty cliche, a young girl in Not-Japan, raised by the master of her clan to become an assassin, but later moves on to become a bounty-hunter contract killer who wears a manticore mask looking to establish her legend as "The Crimson faced killer" in the world. Doing a variety of tasks ranging from contract assasinations, political kidnappings, witch hunts and more recently, a contracted monster-hunter for the city state.

Personality wise, she is basically immature dork who puts on an overly edgy assassin-killer vibe because she thinks it's cool and keeping the persona will help instill her legend. She rarely removes the mask and acts her "Normal self." unless around people she is very close with, which is basically the party at the moment.
