Index has him in it, so yep. And even when all the SM codices are out the index is legal for anything not present in the codices. So he's legal till 9th anyway.

I don't think he got a rules update in 8th, but I do remember him being an auto-include in 7th due to how fucking easy the conversion was and essentially being a free special weapon upgrade for a marine squad.
