Communism is literally an anarchistic system, you can't "build" anything around it, and when people try it inevitably becomes an authoritarian bureaucratic nightmare.

This is why people say "not true communism" despite the fact that people keep trying it and failing to do it. It requires the lack of a state, but modern human society requires a fucking state. Hence, it always evolves into a state, which renders it NOT TRUE COMMUNISM.
