Nah the OP part of Gulliman is when you have 7CP without anything but a patrol detachment, and on a 5+ every CP you use doesn't go away.

Bubblewrap is pretty stronk though, considering snipers are trash

most special characters are shit in smaller lists because there isnt enough to buff them (or protect them). medium lists (2000 pts) are ideal for them.
