What would Shadowrun look like if the players were the police instead?

It might be fun playing as some beleaguered police force, low on staff and funds, dealing with the awful shit that happens every day with shadowrunners being the biggest pain.

I've played two corp campaigns. One as Lonestar goons and the other, more recent, one was technically freelance operatives who we stat'd as Prime Runners.
Both of them had less planning than your typical Shadowrun campaign and more reactionary stuff. It was actually more improvisational, because generally we knew less about where we were going or what was gonna happen then in a standard run.
Also, in the first one we were more like beat cops/PIs, so we killed less than a regular game and generally kept a low profile. The second game we killed a fuckload more people than in a normal Shadowrun game, except for a few instances where we were doing covert ops against other corps, because we got a carte blanche to kill criminals and didn't have to worry about leaving a trail.
Altogether, it's perfectly possible to run games as cops right now. Though actual cops would be really weird to play given all the corruption, red tape, and being supplanted by corp sec in most places.

That would be actually fun, your the police department in one of the few cities that haven't handed their police work to the corps yet and have to hold the city together with whatever amounts to scrap, duct tape and hope.
What sort of crazy shit do you think would be good random encounters that the players would run into?

Corp sponsored gangs are moving into the city to help establish a foothold and promote the use of private security forces (i.e. Lonestar)
The city has become something of a good hideout because the police forces arn't as strong and as long as they don't cause problems for them until they fuck up and bring in a big problem.
The last line of defense against supernatural bullshit that cuts the town off from everyone/thing else (silent hill/ pleasent valley/ etc)
