I live near San Francisco and remember the Mario Woods incident. Where a mentally deranged dude hopped up on drugs resisted the pepper spray, stood up to the bean bag rounds and charged 15+ cops with a knife. He took 33 bullets and people bitched and moaned that the police used excessive force.

Yeah, Tasers should not be treated as "safe," just "safer" than the gun. It was put into police hands as an alternative to the gun. No matter how good your de-escalation training is, you WILL come across some shithead who can't be talked down. Either too stupid, too drunk/high/tweaked and/or just plain too mental to settle down.
That leaves the officer with no choice but to defend themselves and the people around them.
It's better to have an alternative that has a much lower chance of killing the suspect than their gun but is far more effective at bringing a suspect down than pepper spray and rubber bullets/beanbag shotgun rounds.
