Basically, quirks are the result of a person effectively being 'magically irradiated' similar to the Spelltouched feats in the 3.5 unearthed Arcana.

Though in this case, the spelltouched effects can be passed down through bloodlines and also are a bit more awesome (sometimes) than just "you are immune to magical fires, but not mundane ones"

Instead of people gaining "quirks," people would gain a "spell," which is one magical power which the user can utilize whenever they want, provided they satisfy certain conditions beforehand, like how Bakugou can only blow something up if he sweats alot or how Deku can exponentially increase his strength but takes damage equal to amount that his strength increased until he learns how to do "Full Cowl."

So pretty much, a combination of D&D sorcerers and Mage: the Awakening.

I'd see magic as more like family bloodline traits

Like how Tolkien elves can just "do" stuff humans can't

That's Bakugou's dad actually. Bakugou can force the sweat out of his body due to how his Mother's Quirk fused with his Father's. He just needs to keep hydrated so he can keep forcing the sweat out.

I like this idea. Quirks are basically Talents redone for a supers setting. So just take Xanth, back out most of the puns and pedophilia, and you're basically there.
