An actual good idea for a season of Dr Who is the Doctor going to trial where he is held accountable for multiple genocides and murders and other such crimes. With the return of the Time Lords it's a possibility.
Due to extreme mitigating circumstances most of what he has done is permitted or pardoned and what can't be is excused to an extend on grounds of insanity.
He is allowed to keep the TARDIS and pick up lesser life forms as pets under the condition that he has a parole officer with him at all times.
A parole officer of their choosing to ensure it's not some gullible idiot who masturbates to the Doctors mere mention.
Preferably someone not from Earth who isn't instantly awed to the point of worship by the interdimensional equivalent of creepy white transit van.
Now Doctor can't just subliminally program humans to wipe out all of the species of The Silence down to the last man woman and child or do such shit as "trap someone in unbreakable neutronium chains to be imprisoned and immortal for all time" when a swift execution is an option.
In essence someone to call him out on his bullshit rather than just splooge in his foot steps.
