Because fire is the only effective way to remove chtorr. You have to use minigun style firing to chop them up into pieces before they are not deadly (and that is NOT guaranteed to work!), and bullets have no effect at all on the ecological infection that is chtorr. fire is the only surefire method of cleansing ecological infection and it's the only thing that causes the chtorr enough pain and injury that it can kill them quickly without immediate and bloody retaliation.
