I can't remember if this is still being serialized or not but the burn deck has been hyped up repeatedly across the chapters. It's rather obvious that WIzard's Souls is the alternate reality version of Magic the Gathering.
The first point of divergance is, of course, the game's name itself - when Richard Garfield couldn't get the name 'Mana Clash', he went with 'Wizard's Soul' instead of MtG. This, of course, had a few unintended side effects - Arabian Nights would've been originally Arabian Soul before sense prevailed, and there's a popular video game series called Demon/Dark Gathering.
In addition, basic lands were given exceedingly generic names to start, and not called 'lands', thus paving the way for resources in general to not represent lands, and for them to not always be plains/islands/etc.
In general, the game was an even bigger hit than Magic ever was, and thus when Chronicles came around, they were able to tell collectors to fuck off about their bitching and moaning - this means there is no reserved list, and has lead to more reprints of important cards and thus Legacy being the format of choice for major tournaments.
Maro didn't lose control of the Weatherlight Saga immediately, and with the funds for an actual dev team, the block after Tempest Block (now Mercadian Masks) didn't break the game in half - and the block afterwards didn't suffer for it. Said block was Urza's Block, and it was there, with Serra Angels and Phyrexian Demons, that angels and demons got what the real world knows as the rebel and mercenary mechanics associated with them. The association has lasted ever since.
Much of the actual rules changes are the result of their version of the 6th Edition Rules, taking a far more drastic approach to the changes.
Manaka learned to play against her mother in 2002 - this one is obvious since they're blatantly talking about Odyssey and Torment cards (and block).
Different cards and cardnames and setnames are due to everyone's favorite butterfly, of course.

What do you base this on? There's no indication of it in the comic itself, in the omake, or anything. On the contrary, in the omake about the preparations for the manga she mentions asking her assistant for one of the card game rule sets that he makes as a hobby to use as Wizard's Soul.

I'm actually more enamored with the idea of rewriting as little as possible while still changing the entire context of manaka as a character. basically just change it so her mom was a no fun allowed tourney douche who literally told manaka to git good, and have manaka channel the spirit of the ur smug bitch rather than get all cold and depressive about how she's stealing everyone's fun. basically turn it from a girl grappling with the "damned if you do, damned if you don't" situation she sees in the dichotomy of fun and success and turn it into a jekyl and hyde comedy.

But given the cards that we've seen, specific targetted spell cards are in meta right now if Burn is top tier. This is the exact kind of card you would see. But even then it's not just this card. Her Hade's Plunder card that lets her take control of all monsters and swing with them is equally baffling why nobody else thinks to play that if Tribe decks and mass summons are also at the top of the meta.

I have always thought it was a bit contrived that nobody runs permission decks in this world or even employs cards like the MC uses when 'meta crushing' decks are a thing even in this series.

Well this chapter and last pretty much clarified that "Burn" is just this guy, and kinda of a surprise deck in a similar way to Manaka's. Angerls are the core of the meta.

Didn't that one cost two soul gems and like all her materials? that one specifically was atrociously expensive and impractical as the reason for not playing it.

permission being a non-starter is a bit contrived, I agree, but I think part of what's trying to be portrayed is that manaka plays the player as much as the game, her deck on its own merits looks like a pile. that's not even outrageous, I remember in Ravnica standard a lot of top-tier decks were full of one-ofs and look like a mess straight out on paper out of context, but just kinda crystalized in the environment/in the hands of capable players.
