I don't get the last question, but there is an Inquisitor that defected to the T'au Empire and pilots a Battlesuit.

So yeah, a human could operate a battlesuit. It's the only kind of alien that had the opportunity to do so, AFAIK.

I recall a funny part of Kill Team where Brains breaks from the mission to try to highjack a battlesuit. He gets in and closes the hatch then a second later it opens again with a charred, electrified corpse inside. They don't like just anyone riding their whips.
