What are some systems which have rules for characters that can build stuff like turrets on the spot to support them in battle?
Or is it purely a vidya thing?

There is a prestige class called Saboteur, I think, in Star Wars Saga Edition that does really that. It's really cool, but it's not a jedi, so it's not very good. Which goes for most prestige classes in the game.

Strike! RPG can do it, can't remember if it's supported by the core rules or was added in that playtest document for a possible future expansion though
indeed from what I remember someone was talking about building Overwatch's characters in Strike! and how pretty much the only character that doesn't translate over very easily is Orisa, which makes sense since her kit is kinda odd

Now I don't know much about Strike besides it being a grid based system good at emulating nu-XCOM but what exactly is that odd about Orisas kit that makes her hard to translate?
If she's the only problematic one then Reinhardt was able to be translated so it can't be the shield, and her left click ability that pulls enemies together also can't be it because Zaryas ult got translated (presumably).
Her only other two abilities are a self buff that decreases damage taken and makes her immovable by outside sources (does Strike have rules/abilities for pushing people around?) and an object that grants a every ally within reach a damage boost, both of these seem pretty straight forward.

if I recall properly it was less her kit not translating over in terms of mechanics, and more that there wasn't a proper combination of Class & Role that would accurately contain all of Orisa's kit

Honestly, Strike! isn't that great for recreating characters from other media very precisely without some homebrewing feats or class powers, although it can usually nail their generic archetypes pretty well.
Homebrewing isn't really hard though, the general power-level stuff is pretty transparent.
To be a bit more on topic, 4e Artificer can also try his hand at turrets, and it's a pretty fun build.
