Bits of space hulks that have been adrift in the warp for so long they get infused with the very nature of chaos. These guys lived in it for so long that they go through withdrawls when denied it for lengths of time.

Maybe a few hulks, but like rats you can be sure they're hidden in the depths of everyone elses navies. They tend to come out during warp travel and force Geller Field failures.

>Cults/Genestealers
Chaos worship is an acceptable mainstay, neither shunned nor endorsed - just a facet of life. Genestealers are near universal TPK. With their huge populations and fast breeding cycles, it doesn't take long for it to go through the cycles. A lot of genestealer infected hulks started as Ratmen warrens.

>Leadership
Council based, a ratking made up of representatives of major families - the biggest or sneakiest who've managed to work their way up there.

I say mix DEldar, Nids, Necrons, and Orks, namely the forest and last ones. But Cron shit would lend well to the super warpstone tech and Nids do good aura buffing, if we want a ratking-ish structure with both swarms of shaven and giant beasts following his rule

Very old species which went through its rise and fall during the Eldar's ascendancy, went from humanoid and normalish sized to a race of gigantic stable clones. Their civilization collapsed, and their genetics were so fucked from all the cloning and augmentation that they became a race of deformed stature.

Would be cool to have them start horrific events on hives fairly often but have the Inquisition cover it up as normal insurrection by mutants and nothing more.

Considering the original Skaven were debased Imperial nobility, these Skaven should be a splinter human society that vanished during the age of Strife and kept itself hidden during the great crusade. Long since mutated by their dependence on the heretical warp stone that caused the downfall of their society in the first place, and their lurking in the underhives built atop the ruins of their once great civilizations.

Had once once been a race of pests that snuck into the webway during the old one's rule of the galaxy. They have since been stuck down there under the gaze of old ones/eldar and eventually evolved into the sentient ratpeople we see today while being exposed to warp radiation. They are finally showing up as a galactic threat thanks to the eldar empire breaking up and being unable to keep the infestations culled.

I like what we already have. (Warpstone manifests in the deepest parts of the webway after millennia of buildup and the skaven harvest it.

Strippd down space hulks and shoddily built husks enchanted with skaven magic and a generous ammount of warpstone tech added to everything.

>How they deal with cults.

The skaven webway is a borderline unreachable place for chaos. Blocked out by the skaven gestalt and pantheon, would-be chaos skaven will often find themselves blocked out. The webway is home to Innumerable cults however they are created and and fight to serve the skaven's own pantheon, not chaos. The average skaven would zealously seek to kill a traiter for the glory of doing so.

Skaven warrens are already filled to the brim with a deadly array of plagues, sexually transmitted dieseses, inbred genetics and chemical oozes.

Warpstone exposure is everywhere in skaven warrens from the flor the the air they breath. It is a highly mutagenic material that skaven will bask in for all of their short lives.

All mortal skaven are at least partially the offsprings of their Broodmother goddess in addition to regular genetics.

Anything distinctly non-skaven found inside their warrens is slaughtered.
