They can apply to become a Noncombatant Paper Carrier. The fastest way is to be sponsored by someone that already has one or does not need one (i.e. a non-monster folk). They need to be renewed every few years. If you sponsor someone and they commit crimes, you are held partly-responsible.

This actually just happened in my game.

It started in the previous setting, when the PCs convinced the general of the human empire army and the warchanter of the greenskin horde that saving the world from the Ancient Evil was more important than killing each other. Fast forward 150 years, and half-orcs make up much of the Imperial military, and goblins are the majority of factory workers.

One of the big corps tried to replace the goblins (and human laborers) with undead, leading to citywide riots. The PCs have helped broker a deal forming a workers union with a seat on the governing council. (The Count who helped them do this, and became High Chancellor through this deal, is demon-possessed. It's so hard to find ethical leaders who don't want to start world wars to feed on mass soul-death, isn't it?)
