Look at Frostgrave cultists OP. Painted white they are just fantasy klansmen. There is even a sci-fi conversion kit for them if you prefer guns.

Keep in mind that the kit comes with a ton of extra heads (Among other things). So if you don't like the few head pieces without the pointy hoods, you can just stick to the ones with them.

Ok so I'll try to summarize

I'm doing a homebrew skirmish game called SSvsKKK.

So the gimmick here is:
SS came with their own dimensional reality where they are soliders with submachineguns, half tracks, mg42s etc. Each troop generates a resource, hitler-mana if you will, that is required for special actions.
This available hitler-mana is put on a scale.
The kkk have their own dimensional reality where they wield fantastical and magical abilities. They generate and use (white) power counters. These are also put on the scale.
Depending on what dimension has the most mana/power, the game board and the models reflect that. Each individual has two different figures, one for each dimension and when the other dimension has more tokens, you flip your card with abilities and stats and you even replace the model.
Say an ss trooper might have good ranged attack with his schmeisser in hitler-time but when there are more white power tokens, he is suddenly replaced with a shambling zombie.

So: "live" models generate the tokens every turn that are put on the scales. As the models use these tokens for abilities during the turn, the scale might tip to the other side, triggering every model to be replaced with its alternate form. Wounds and other ailments are kept. Alternating activations should give great depth to tactical decisions. Do I shoot my german gun or do I use a powerful grenade attack that will cost enough hitler-mana to flip the dimensions right after?

Will my medium panther tank survive the dimension flip turning into an actual panther?
Do I dare let the Klan grand dragon turn into you get the point.
