Almost never. Even the damage-dealing ones are almost always sorcery speed, with the instant-speed ones being stuck at 2 damage or less.
I'm counting four exceptions so far - Inferno, first printed in The Dark and last printed in 8th Edition (7 mana, does 6 damage), Starstorm from Onslaught and commander (XRR, won't hit walkers), overloaded Street Spasm from RtR (XXRR haha fuck that) and Fault Line from Urza's Saga (XRR)

Alright, here's my dumb idea.

The curse of wandering is a natural phenomenon of Amonkhet. The plane goes through cycles of desertification and revivification, ala the Evolving Wilds art, and some previous cycles of the plane have figured out how to use Iazotep's naturally magic/blind eternities/whatever-resistant properties and magical prowess to seal themselves away beneath the sands.

Part of the reason that pre-Bolas Amonkhet and even current Amonkhet is as turbofucked as it is is because the Gods and the Hekma have been inhibiting the process and like underbrush in a forest, are just making the eventual fire more disastrous. This is why in HOU we get deserts coming alive to eat people and shit. The plane is actively trying to wipe out everything to it can regrow, and Bolas machinations with the Hekma have fucked it's whole cycle up.

Mary sues can have character flaws and often do - it's just they're typically not treated as flaws by the writer and the rest of the narrative bends around them anyway. I don't read "Magic story" so I personally can't judge if she's a Mary Sue. She's a fantasy character drawn to look like someone that wouldn't look out-of-place on a modern-day sidewalk, without a meaningful visual theme.
