You know, even in old fluff the Emperor had no problems with genocide and terror, it really was only the Primarchs that gave Konrad shit for skinning children and being an unreliable sicko.

Konrad was always lost, even as he died, thinking he was being punished for his terror tactics and not his losing grasp on reality and becoming increasingly unreliable.

Dealing in terror tactics is enough to make one think of the Night Lords since there really haven't been any contemporary units that engage in such a thing and I believe even Chapters who operate similar to the Night Lords are few and far between. It seems more like if a Chapter is portrayed as being scary it's less for psychological reasons and more for them coming off as forces of nature who don't give a damn about you and/or might kill you for the slightest reason.

Primaris Minotaurs are as scary as Primaris Carcharodons. The former regular ones are already badass, bathshit berserkers. The latter regular ones are the bastard offspring of Night Lords and Raven Guard (but loyal to the Imperium) that sneak behind you and then SHARK ATTACK.

Now add to this Primaris Marines and we have some serious force multipliers. Especially if the Primaris Marines will get another unit that is purely CQC and armed with some crazy melee weapons, then we have overkill.

I hope, if they're suppose to be close combat specialists, that they get nice close combat weapon options for the unit, or that the knife has good stats.
