Actually he's an ensouled (singing) block of wood that some guy found, then carved into a puppet.
That's it, a magical living block of wood. If you've read the original book you'd realize it's not even the most spastic, weird, or stupid thing/concept to transpire. The whole book 100% goony nonsense and a blast to read.

The wood golem Pinnochio is. Creator of this vile human child parody used cabbalistic practices and heretical mason rituals, but creature itself was so foul, it betrayed master in a blink of the eye.
