The Brandybucks were the original Thanes, but handed power over due to the Thane at the time leaving the Shire to establish a new settlement on the Brandywine river. Simple, Frodo and Sam's players wanted a different style of campaign than the rest and couldn't make it during the normal sessions for a bit.

The Shire works because it's populated by hobbits. If it was populated by men with no hobbit sense it would be a Somalia without the beach.

They knew Frodo had it, and that he was headed to Mt. Doom. It was an easy resolution to the dilemma Aragorn had been postponing for weeks: go to Minas Tirith or Emyn Muil. Frodo made the decision for him, and it turned out that Aragorn was able to help him later in return by acting like he had the Ring, but don't pretend they didn't know exactly where it was and where it was going.
