How do I justify that the city-states do not develop into empires?

They're somehow founded on those very rare place were ressources are abundant and the soil itself isn't toxic.
They could send expeditions to found out new place to build cities but after a while those cities become a newly city-state instead of a province from its parent.

Those would be empire territories are already claimed and the locals don't take kindly to foreign conquest.

A delicate power balance where in the first city state that tries empire building is going to get dogpiled by the rest.

because the city-state is surrounded by more powerful neighbors so it lacks the territory to expand but benefits from a give and take relationship from these same neighbors

What type of factory would make the most sense in a coastal city that makes most of it's money as a trade port? I'm thinking a fuel refinery, justifying it with some phlebotonium that can only be found in uncharted land X, but I wanted to know if you all had any better suggestions

What kind of things would you find in a large deepForest
High fantasy world, dnd setting, magic is common.

So far I've got:
Small castles
Watchtowers
Ruins
Mines
Caves
Waterfalls
Bandit camps
Gnoll camps
Goblin camps
Dragon lairs/nest
Statues
Fey crossings
Druid meeting circles

What else could I add?

Logging camps, if there's waterfalls then there's cliffs or hills. swamps.

What's some good Bronze Age fantasy? I want to get started on my own but don't know enough about it.

Ardun is a large continent, most of the action is in the west and the east is pretty unknown (by western people). The northern arm is Orithilien, which borders the creatively named northlands to the east. Across a small strait to the south is Sinderon. The lands to the east are called Uemnos. The two inland seas are the Azure Sea and the Sea of Pearls, separated by the islands of Phoestos through the middle. Haven't named the ocean(s) yet. There's a ton of named smaller regions within those distinctions but those are the larger ones.

I haven't gotten around to coloring the map yet, I prefer hand drawn to anything and I don't want to pay $40 for profantasy. Is that what you all use, or do you just photoshop it?
