Our group wanted to do a Fallout game using the Fallout PnP system, and upon noticing that the system has stats for playable Deathclaws (including intelligent ones) we got absorbed in the idea of playing a Deathclaw tribe trying to build a civilixation of our own.
How might it work to RP tribalistic animals like Deathclaws? What would a Deathclaw civilization look like?
And how far fetched might it be to have a Deathclaw that can figure out how read and maybe understand how FEV works?

Seems pretty reasonable to me. They'd have to hole up in a pretty isolated region though to prevent any local powers from coming down on them hard though.

There was a tribe of intelligent deathclaws in either FO1 or FO2 with established laws, etc, that you could draw on for information. They were all sterile, though, from exposure to the Forced Evolution Virus.

Might it work better to just fluff them as having evolved/mutated intelligence? That way they might be able to be intelligent as Grey Tribe from Fallout 2 while still being a growable population.

That could work, but it would need more explaining. Genetic fluke of a situation similar to grey tribe, or someone trying to recreate the FEV from scratch, fixing the sterility issue either on purpose or by accident could be a good explanation.

Then how might they expand? As predators they don't really lend themselves to making farms and doing agriculture, nor could they really do ranching.

Also IIRC Fallout Tactics had "deathclaws" that were similar creatures but evolved from mammals and had some semblance of intelligence and society.

FO2. They were able to breed with the "Dumb" Deathclaws. If the father was an Intelligent Deathclaw, the children would also be intelligent.

The gene coding for intelligence was apparently dominant. It would be more likely they could just breed out the "Dumb" Deathclaws.
Speaking of their culture, the group of Deathclaws treated their pack as a family unit. They were extremely loyal to one another, to the point that infighting was unheard of. The Pack Leader controlled many points of each member's life, even choosing mating pairs.

They weren't sterile. The Talking Deathclaws weren't solely FEV. The Enclave was tinkering with their genetic coding, trying to make them more useful.
They didn't want to be part of that, and escaped. Enclave eventually tracked them down and slaughtered them (Two of them survived, though). Enclave continued to use Deathclaw troops but instead of making them intelligent, they just inserted control chips into the brains.

I really hate you kids who come in thinking that Fallout 3 and 4 was the end-all be-all of the Fallout universe. Fallout has a rich and interesting setting, and Fallout 3 and 4 shits all over it. If you had any concept of the wider Fallout universe, you would know there WAS a clan of intelligent deathclaws who were murdered by the Enclave. You want to know what a deathclaw society would look like? Go fucking play Fallout 2 and find out.
