The problem with going through Beligium was that officers dealt with partisans and rumors of partisans so that some paranoid men went full war crime on the civilians, which I don't think had much to do with the Kaiser himself.

Maybe Chaotic Evil if you got dragged into it after already refusing to help your allies and then proceeded go through the grinder. You lost WW1 with more spectacular losses for your own people and your dipshit allies. Nice going, you ended up being a worse ruler than the Kaiser and your nation still gets most of the blame since the point of that was the brits didn't want you getting uppity and taking more power in Europe. You'll probably get lots of people who think you actually did nothing wrong though despite you failing to even try to uphold your duties to your people.

Hmmm... this is a tough one. Most systems can't do cripples, either physical or mental, very well.

There's the withered left arm everyone knows about. His birth was horrific, both he and his mother came close to death. They used forceps to pull him out and crushed his arm. It's recognized now that he likely suffered brain damage too from a lack of oxygen.

On top of that natal brain damage, there was a well documented history of insanity in both his paternal and maternal ancestry. His paternal grandfather only became King in Prussia when his older brother went nuts and we all know about George III on his maternal line.

He was quite an impulsive little bastard from early on. He was at a royal wedding when he was four and was making a lot of noise. When one of his uncles tried to quiet him, Wilhelm first tried to stab him with the dirk which was part of the kilt he was wearing and then, after they got the knife away from, he bit his uncle on the leg. That's quite nasty behavior even for a toddler.

Hugely insecure thanks to the withered arm. Huge inferiority complex too especially concerning his father and grandfather. Emotionally immature, his response to his insane Daily Telegraph interview was to hide in bed for a couple weeks. He was 49 when he did that. A compete fantasist, he routinely made up stories and "remembered" events which never happened then stuck to his lies even when they were proven to be lies. He had a limited attention span too and couldn't be made study anything at length.

Being a "royal" didn't help matters. He was coddled, fawned over, deferred to, etc. when what he needed most often was a dope slap and/or kick in the ass.

There's an alternative to that: not going to war with both of them because some retarded prince who shares half a haplotype with you decided to violate Serbian sovereignity.

It wasn't as if Russia was declaring war on Austria, you know. Austria declared war on Serbia and Germany gave it a carte blanche, its diplomatic contingent also declared the Treaty of London (declaring the independence of Belgium) to be a mere 'chiffron de papier'. That all sounds pretty chaotic to me. Combine that with supporting war for the sake of war (look up the July Crisis, the German diplomatic contingent explicitly stated they'd rather have war sooner than later [before Russia's infrastructure could unfuck itself and before the French army could pass through all the reforms they had planned]) and Chaotic Evil sounds like a pretty solid alignment.

Of course, it was all a British conspiracy. How dare those fucking Brits get involved after its closest ally got attacked and a neutral nation had its sovereignity spat upon? And I bet Russia's panslavic ambitions in the Balkans leading to their support of the Serbian state was also a British conspiracy. Hell, Willy was delivered by a British doctor so he probably intentionally fucked up his delivery to cause WW1.

True. He'd been increasingly sidelined since the Daily Telegraph scandal. While the government had been selectively ignoring him since took the throne, after 1908 they only pretended to consult him or follow his wishes when it suited them.

The final straw was his hysterical response to one of the UK's final telegrams. He decided the UK had promised not to enter the war if Germany didn't attack France, an interpretation no one else shared. Accordingly, he ordered the general staff to stop the mobilization in the west and throw everything at Russia instead.

It could have been done and some general staff weenie even wrote a book in the 20s showing how. The trouble was you'd need a couple of months to changes the plans and reschedule everything.

Moltke and the rest simply looked at him, explained in small words why it couldn't be done as easy as he thought, and went right to doing what they'd been doing before he interrupted.

After that, Wilhelm was a figure head and rubber stamp who was occasionally briefed and never actually consulted.
