Action Movie World is designed to do over the top 80's action movie stuff.

An extremely light-ruled system, possibly with stunts and destiny points, FATE-like.
One of my GM friends does action-movie style sessions. It's railroaded as fuck but no one cares, you're here to fire miniguns and kick villains in the face while building running gags with the other members.
Rules-heavy systems are a bad idea in something that must essentially be fast-paced and entertaining. Do not bother with life points, just roll a dice for where the ennemies or party members have been shot. Since they're Bruce Willis in Die Hard it's ok for them to be bullet sponges. I'd say system is a minimal element for this kind of game, because it's less important than GM and players enthusiasm. Music plays a great role btw.
