Depends on how exactly you measure furriness. I think at its core furry is just anthropomorphic animals, no?
But the thing is that it's a wide spectrum. You basically run it from fully anthropomorphic characters which in basic terms is just humanized to barely anthropomorphic characters, which might be something like a talking dog.
So things like OP tend to be very anthropomorphic in nature but they also display animal triats which is the key factor. You tend to find that type of art in furry sites and mixed with furry art.
