But that's the problem. As you pointed out, their oversaturation of subtypes leads to them effectively being "humans, but better". They have way too many niches they occupy, to the point of losing an overarching identity. Dwarves have the exact opposite problem, always being shoehorned into being short, rowdy Scotsmen with a drinking problem who wield axes and warhammers, have massive beards, dig deep underground halls and may or may not be clerics.

Don't really agree with orcs, they can be different, only have in common that they like to fight. I guess elves allow for some variety and despite the overabandunce of forest elves are ultimately not tied to specific biodomes. Also the three archetypes of high elves, wood elves and dark elves have been established pretty early, people had more time to play around with these ideas. Orcs have been orcs and dwarves had been dwarves since then, having most of the time just one race instead of subraces. And I think people just have much stronger opinion of elves, whether they love or hate them, and will make them embody whatever they love or hate, use them to make a statement.

There are different kinds of dwarves if you dig deep enough, it's just that nobody speaks about them.

Well they never steal the spotlight in LotR or the Hobbit. Most of the time they offer the party a place to stay and some advice on where to go next. The only elf in the Fellowship was pretty much a background character. Elrond was glorified innkeeper and Galadriel was morally grey and mostly impotent outside her realm.
They were the mystical fallen empire except they hadn't completely fallen yet.

Mary sue-ness has nothing to do with power and more to do with how it effects the story.

Because elves were never designed to be player characters. Their primary schtic is being old, accomplished and dying. In Tolkien they are receding, fading from the world into the background to let men, dwarves and hobbits inherit the world. In the irish legends they were based on they were gods or demigods who lived beyond the mortal world who occasionally gave men advice, magic or curses. Other than that they were pretty like any other pantheon doing crazy battles and quests and gods stuff.

It's all very interesting but not the stuff dungeon crawling adventurers are made of.
So authors take whatever particular surface element of Tolkien's elves they liked and build their own elves out of that thing. Or they hear some dude talking about what he heard on a forum about old christian folk tales and make edgy elves. So you get pretty elves or hippy elves or proud elves that come off as cunts but their empire is dying and they have human-level statline so you have to wonder: what do they have to be proud about?
Or you get some edgy mutherfucking eldritch insane elves who make crazy deals and are impossible to run well by 85% of DM's or game writers out there.

The end result is confused because it's built on layers of cliche and poorly understood source material. It's included because we feel we have to include it but we feel be about it being there because we don't know what's supposed to be or what it adds.
